Nevertheless the Tsar decided that Russia declares neutrality in this middle european matter.
To prevent that war swaps over to eastern europe, the Tsar enacted some precausions.
1. No frensh ships at Baltic Sea. Rostock will be blocked by russian ships. French traders may use roads.
2. No occupation of poland. If france starts an invasion there, Russia will declare war against Prussia and France. To oversee this, Russia will send 2 scouts near Posen and Breslau
