If we do operate this system then the winners will be the European nation plus their allies. A real team effort. I say we vote. I am up for going along with Radyserb's rule about handing over cities but I think Europeans who capture native settlements should be able to rename them as Forts!

This scenario was designed to be a representation of the French and Indian wars between England and France. I don't think there is a chance for the native tribes to win so fairness does not really come into the equation.

However if the game is played as a team effort between the European nations and their Indian allies then every nation can win if their side wins.

I can't see a problem with the European nations setting up forts on the sites of former Indian settlements. They could be gifted to their Indian allies to award their loyalty if the player wants.
