No, Portugal is OK, every nation has advantages but Holland. For example, England and France has many cities (5 or 6 in the homeland ), Portugal has colonies and Habsburg as well. Dutch has two cities in the homeland and no colonies, i should have my own advantages...

Besides perhaps giving the Dutch more units in the beginning, might it make Holland easier to play if only they get the trade freight unit slot while everyone else use the regular caravans?
