Russia and Japan have concluded their talks with an agreement over the division of Manchuria and Korea as well as signing a mutual defence treaty (the Harbin treaty) along the same lines as the Franco-Russian treaty. Should any nation attack Japan without provocation Russia will be forced to declare war and vices versus. This is a defensive agreement, hence if Japan or Russia were to declare war on another nation without a just reason then the other party would not be obliged to join in.

Russia supports Japan's territorial claims in China and any nation with ambitions there should tread very carefully as an act of aggression against Japan will result in an activation of the Harbin treaty.

Neither Russia or Japan wish to provoke other nations with this treaty and we do not wish to bite off more than we can chew. If there are any disputes we urge the use of diplomacy as the first course of action!

Could the maritime nations agree to make every effort not to block the major waterways (IE the Baltic, Suez Canal, English Channel etc...). I'm not trying to make a scene, but this turn the English Channel was blocked by a German Steam Frigate which has held up my Merchant shipping. Does it really need to be there? Thanks in anticipation of your co-operation in this matter.
