With the Colombian senate unable to ratify any agreement on a new canal, the US government has sent agents to supply arms and aid for the Panamanian seperatists. The new government of the republic of Panama soon come in agreement with US interests and a canal is constructed.
The USA urges the global comunity to recognize the new republic with the assurance from the president of the USA that all international merchant shipping shall be granted access through the new canal.

Other investments are also made in Califronia with a new and modern rail station in San Fransisco, making any goods coming from Asia into the city easier to distribute, in other words more profitable.

I think you need to be playing in network mode to use CivDip. We usually use the cheat menu to do these kind of deals in hotseat games.

The USA feels that the German empire has violated the Monroe docrine by invading the island of Puerto Rico and we politely asks the Kaiser to withdraw it's forces from San Juan.
We are willing to pay compensation to the Germans for equipment loss, but the USA can not and will not accept the German presence there.

Edit: After playing around with Yaroslav's utility program it seems that using it in hotseat mode isn't much of a problem, all I need is a way to send the .dat file to the other palyers.

DIPLOMATIC NOTE TO GERMANY:

It is natural that most nations wish to trade with the United States, especially New York, so would it be possible for my good neighbour the Germans to be careful where they place their trade units around that city. I had two Oil shipments on the island two squares south-west of NY which could not deliver their cargo. They were also blocked to their west by a US trader, but its their country and they can go where they like!
