Ich hab die (eine ) Lösung des Problems gefunden. Ich kopier das mal aus dem Paradox-Forum hier rein. Wenn es jemand auf Deutsch erklärt haben möchte, soll er es sagen
The problem turns out to happen if any province has a controller but not an owner, the game will crash. In the Mecklenburg game above, province 836 is like this

Paradox advise to simply delete the controller of 836 in that case, but I imagine adding a valid owner would work as well - I haven't had a chance to test this.
Die step-by-step-Anleitung, wie es am schnellst geht:
Remove the read only tag from the save file (right click on file => properties => uncheck "read only") , open save file in an text editor.
Go to the end of the province list (search for "1250={" (ohne Anführungszeichen; die Provinzen darunter sind See-Provinzen)). Mark the "flags={" and press Ctrl + C, open up the search function of the editor (using notepad this will be Ctrl + F), now search upwards for "flags={". Going upward rather than downward you'll see the owner, controll thing without additional scrolling. Start clicking...
Das Problem ist, dass es eine Provinz gibt, in der der "owner" fehlt, aber ein "controller" angegeben war. Lösung: Einfach den "controller"-tag löschen. Und das Spiel läuft wieder
